Following plastering, you should wait at least 10 - 14 days before applying your mist coat. Entire walls with two or three layers of plaster can take longer. You can absolutely plaster over wallpaper. However, most professional plasterers and decorators do not recommend it. As plaster requires a tacky, adhesive surface to bond with, wallpaper does not provide an optimal surface for plastering which can cause issues later down the line.
Your plaster needs to fully dry before you apply anything else to the surface, including paint. Depending on how many layers of plaster have been applied, you may need to wait at least 4 - 6 weeks before painting. This includes your mist coat.
